The global plastic crisis
Every year, the world produces more than 400 million tons of plastic, and at least 10 million tons of it leaks into aquatic ecosystems. From macroplastics in the food chain to microplastic debris suffocating marine life, the impacts touch every corner of the globe. Scientists warn that without a major shift, leakage could nearly triple by 2040, overwhelming ecosystems and costing billions in economic losses.








The problem is global but uneven. In high-income countries, waste systems capture most household trash, even if recycling rates are low. By contrast, billions of people still live without organized collection, leaving burning, dumping, or abandonment as the only options. These practices release toxic smoke, damage community health, and accelerate plastic leakage, turning local waste challenges into a shared global emergency.
A frontline of leakage: from global to local
Across the world, billions of people still live without access to proper waste collection, leaving households to burn, dump, or abandon their trash. This gap in waste management is the single biggest driver of plastic leakage, as mismanaged waste is easily carried by wind and rain into rivers and, eventually, the ocean.
Nowhere is this challenge more visible than in Southeast Asia, where rapid urbanization, dense coastal populations, and limited waste infrastructure make the region one of the world’s leakage hotspots. Entire communities are left to manage waste on their own, and low-value plastics — bags, wrappers, films — quickly accumulate on beaches, clog waterways, and damage ecosystems that support fishing and tourism.
In Cambodia, for example, three-quarters of the population lives in rural areas without organized waste collection. Coastal provinces like Sihanoukville, Kampot, and Kep highlight how the problem undermines both livelihoods and local economies.







The reality is simple: where families lack waste services, leakage is inevitable. Tackling this crisis requires working directly with households and informal collectors who stand at the frontline.
Introducing the “Community Barrier”
The Community Barrier is TONTOTON’s people-centered solution to this problem. Instead of waiting for large infrastructure projects that may take decades, we empower families and independent collectors to become a living barrier against plastic leakage today.

The model is practical and modular:
- Identify – We target highly polluted, high-leakage areas in Sihanoukville and surrounding coastal communities.
- Mobilize – Families and independent waste pickers are organized and trained to become part of the Barrier.
- Collect – They capture all types of plastic, including the low-value plastics nobody else wants.
- Process responsibly – Recyclables go to local recycling factories; hard-to-recycle plastics are upcycled into furniture and building materials in our MRF; non-recyclables are safely disposed of in controlled landfills, the best available solution in Cambodia.
- Empower – In return, families receive stable income, training, and social support that improve their livelihoods and strengthen resilience.
- Verify – Every step is measured, certified, and reported to ensure full accountability and transparency.
The Community Barrier is not a single event but a continuous, daily practice that steadily reduces leakage and uplifts communities at the same time.
Why focus on low-value plastics?
The global plastics debate often focuses on PET bottles and other recyclables, because they have clear economic value. But in Cambodia and Southeast Asia, the most visible litter comes from low-value plastics: thin bags, food wrappers, single-use sachets, multilayer packaging. These items are cheap to produce but nearly impossible to recycle.

Because no one wants them, they are the first to be burned, dumped, or discarded into nature. Yet they represent a significant portion of what ends up in rivers and oceans. Tackling leakage means facing this hardest, least glamorous part of the plastic problem, and building systems that make even low-value plastics worth collecting.

We’ve also renovated two houses for community members working with TONTOTON, showing that their efforts translate into dignity and security at home. Families earn a stable additional income from collecting plastics, supported by training, protective equipment, and awareness campaigns that improve health and safety.
